Jane Doe files lawsuit alleging sexual assault by former Town of Harrison Police Officer Lieutenant Robert Carlucci

New York, NY, July 17, 2026 –
Yesterday, counsel for Jane Doe filed a lawsuit alleging she was sexually assaulted by then-Harrison Police Department Lieutenant Robert Carlucci. She called the Harrison Police Department on August 4, 2023, seeking help and was connected to Robert Carlucci. Defendant Carlucci knew she was particularly vulnerable based on prior interactions at her residence and the nature of the call. At approximately 2:02 a.m., Defendant Carlucci responded alone to Ms. Doe’s home, despite indicating another officer would accompany him and without activating his body worn camera. Once there, the lawsuit alleges, he encountered Ms. Doe in an intoxicated, emotionally distressed, and vulnerable condition. Rather than obtaining medical assistance, Defendant Carlucci used the authority of his position as a police lieutenant to gain access to and control over Ms. Doe and sexually assaulted and raped her while she was woefully incapable of providing consent. Her vulnerability, Carlucci’s official authority, and the circumstances of the police response deprived her of any meaningful ability to refuse or consent. The Harrison Police Department knew or should have known of prior complaints concerning similar misconduct by Defendant Carlucci but failed to take appropriate action.

Rachel Black: “We should all be disgusted and alarmed that Robert Carlucci was allowed to position himself such that he could routinely respond alone to vulnerable women in distress for his own sexual gratification. The system in Westchester County enabled him, protected him, and ultimately decided not to hold him accountable. We’re here to ensure this never happens again.”

Harrison Police Department and the Westchester County District Attorney's Office had the opportunity to hold Robert Carlucci accountable and failed. They failed Westchester and they failed the Town of Harrison.

There is no excuse for the exploitation of power over vulnerable women, and the condonation of it enables and protects sexual abusers in high positions.”
